State and Local Pensions
In the wake of the financial crisis and Great Recession, the health of state and local pension plans has emerged as a front burner policy issue. Elected officials, academic experts, and the media alike have pointed to funding shortfalls with alarm, expressing concern that pension promises are unsustainable or will squeeze out other pressing government priorities. A few local governments have even filed for bankruptcy, with pensions cited as a major cause. Alicia H. Munnell draws on both her practical experience and her research to provide a broad perspective on the challenge of state and local pensions. She shows that the story is big and complicated and cannot be viewed through a narrow prism such as accounting methods or the role of unions. By examining the diversity of the public plan universe, Munnell debunks the notion that all plans are in trouble. In fact, she finds that while a few plans are basket cases, many are functioning reasonably well. Munnell's analysis concludes that the plans in serious trouble need a major overhaul. But even the relatively healthy plans face three challenges ahead: an excessive concentration of plan assets in equities; the risk that steep benefit cuts for new hires will harm workforce quality; and the constraints plans face in adjusting future benefits for current employees. Here, Munnell proposes solutions that preserve the main strengths of state and local pensions while promoting needed reforms.

An examination of the role and relevance of international bureaucracies in global environmental governance. International bureaucracies—highly visible, far-reaching actors of global governance in areas that range from finance to the environment—are often derided as ineffective, inefficient, and unresponsive. Yet despite their prominence in many debates on world politics, little scholarly attention has been given to their actual influence in recent years. Managers of Global Change fills this gap, offering conceptual analysis and case studies of the role and relevance of international bureaucracies in the area of environmental governance—one of the most institutionally dynamic areas of world politics. The book seeks to resolve a puzzling disparity: although most international bureaucracies resemble each other in terms of their institutional and legal settings (their mandate, the countries to which they report, their general function), the roles they play and their actual influence vary greatly. The chapters investigate the type and degree of influence that international environmental bureaucracies exert and whether external or internal factors account for variations. After a discussion of theoretical context, research design, and empirical methodology, the book presents nine in-depth case studies of bureaucracies ranging from the environment department of the World Bank to the United Nations' climate and desertification secretariats. Federal Fathers and Mothers
Established in 1824, the United States Indian Service, now known as the Bureau of Indian Affairs, was the agency responsible for carrying out U.S. treaty and trust obligations to American Indians, but it also sought to \"civilize\" and assimilate them. InFederal Fathers and Mothers, Cathleen Cahill offers the first in-depth social history of the agency during the height of its assimilation efforts in the late nineteenth and early twentieth centuries.Making extensive and original use of federal personnel files and other archival materials, Cahill examines how assimilation practices were developed and enacted by an unusually diverse group of women and men, whites and Indians, married couples and single people. Cahill argues that the Indian Service pursued a strategy of intimate colonialism, using employees as surrogate parents and model families in order to shift Native Americans' allegiances from tribal kinship networks to Euro-American familial structures and, ultimately, the U.S. government. In seeking to remove Indians from federal wardship, the government experimented with new forms of maternalist social provision, which later influenced U.S. colonialism overseas. Cahill also reveals how the government's hiring practices unexpectedly allowed federal personnel on the ground to crucially influence policies devised in Washington, especially when Native employees used their positions to defend their families and communities.
Inception point : the use of learning and development to reform the Singapore Public Service
